Total requirements

3. By the end of 2023, all districted cities and 50% of counties (cities, districts) will complete the construction of "wastefree cities"; the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, and alternative products will be developed and applied The level is further improved.
4. By the end of 2025, a pluralistic cogovernance system integrating urban and rural areas will be basically formed, and plastic pollution will be effectively controlled.
